Nobody has published who Stan Johnston was. The run has carried his name for years and the chapter has never written down the reason, which happens more often than you would expect.
What is documented is where the toys go. The Washington County chapter of ABATE of Oregon — WaCo, which meets at the Hillsboro Elks lodge on fourth Mondays — calls this its biggest event of the year, and it fills the Christmas baskets that Elks Lodge 1862 has been assembling since the 1970s, when a member called Tom Edwards started it for about 250 families. It now reaches six hundred families and more than fifteen hundred children across the Hillsboro school district and parts of Aloha and Beaverton, and the toys are chosen by hand for each child rather than tipped out of a sack.
The ride is a flat police-escorted parade over Tualatin Valley farm roads, ending at the lodge. A new unwrapped toy gets you in; run tickets and raffle chances are a dollar each.
One note on the name: the chapter spells it Johnston, and this listing says Johnson.
