Most toy runs are got up by riding clubs. This one is run by serving police officers. Blue Knights Delaware Chapter-1 was chartered in August 1983 by officers drawn mainly from the Wilmington police department, and the toy run started within a year or two of that; no single founder is named in the chapter's own account of it. Where the money goes is more specific than most — the Salvation Army's Emergency Housing Center — so the families at the other end are ones who have lost a roof rather than children picked off a Christmas list. Riders sign on at the Delaware City fire hall through the morning. It is fifteen dollars for a rider and ten for a passenger, and every person is expected to bring a toy or a gift card, not as a nice extra but as the price of entry. What the chapter singles out in its own thanks afterwards is not the sum raised but the turnout of motor officers: uniformed riders on department machines, escorting the pack out of a small river town.
